Nothing has arrived
The first question is not what happened. It is what the date is, because the same facts mean opposite things either side of the end of the delivery window.

What is normal before the window closes
- The status not changing for days. States are typed in by people, not observed by the system.
- The vendor not replying. Normal for most of a window. Answering every message individually would be a full time job.
- Tracking never registering. Weak on its own, meaningful once the window has closed.
- Silence in general. A blank stretch invites you to invent explanations, and every one you invent is worse than the truth.
The mistake that costs the case
Filing before the window closes is the most common self inflicted loss in this whole subject. It usually gets dismissed, because the event that makes a dispute appropriate has not happened yet, and the dismissal is then visible when you file again after the window does close. The loss is not the order. It is the difference between the case you had and the case you spent.

Somebody who was not there is going to read this and decide. Writing for that reader is the whole skill and it mostly consists of removing things.
Something useful to do while waiting
Write the submission you would file, with the reference, the dates and the thread, and save it. It costs nothing, it is genuinely useful if the window closes with nothing arriving, and a fair number of people discover while writing it that the window has not actually closed yet.
The part that is nobody fault
A share of these are not fraud at all. Things get lost, intercepted, delayed past any sensible window, or sent to an address that was typed wrong. The process does not care about intent and neither should your submission. You do not have to prove anybody behaved badly, only that the thing did not arrive.
